[geos-devel] GEOS-3.0.0rc2

My precise release steps are:

svn export http://svn.refractions.net/geos/tags/[thetag]
./autogen
./configure
make dist
untar dist tarball
./configure
make
make check

If everything works "ok" as far as I can quickly tell visually, I  
then copy to the web site.
