Show us the command you run.
You should step into the <GEOSROOT>/source directory


The dirlist.mk file is in the <GEOSROOT>/source

http://svn.refractions.net/geos/trunk/source/dirlist.mk

In fact, this file is likely not up to date but it should not prevent
you from building GEOS. dirlist.mk is *only* used by 'clean' target when
you run command:
nmake -f Makefile.vc clean
