Because the reader and writer APIs were only added recently -- 
specifically they were introduced in by Charlie Savage in r2027 on 
9/21/2007.  You should use the geos_c.h in the 3.0.0RC4 tarball as your 
reference.  To expose these APIs you would need to compile GEOS from SVN 
on Windows.
