[geos-devel] GEOS 3.0.2 fails to compile under MingW Win32

Mark et. al,
Not sure it matters - hmm I forget which file it was. I probably should
have taken notes, but the include listings were in a different order
from the trunk. I added the missing one I think cstring or was it
version, but was hesitant to change the order of the includes to match
trunk since I wasn't sure the significance of the order.
It didn't seem to affect the compilation process as far as I could tell.

Mark,
Sorry about not seeing the problem on windows until now. I've backported
and am testing locally (linux) and am game to commit the fix of #212 to
the 3.0 branch. What do you think, Mateusz?
