[geos-devel] SegmentString to become an abstract class

One of the changes introduced in JTS-1.9 is that SegmentString
became an abstract class (from a concrete one).

I feel comfortable changing that as the C-API won't notice,
but I'd like to signal that this would be of course a change
in the known-to-be-fragile C++ API and ABI, thus calling for 
a lib version bump.

If anyone has problems with it please scream loud.
