I have resolved and close the ticket on the win32 makefile.vc.

So what is the motion?

I'm in favor of a release.

The approach I've taken in GDAL for "lightweight releases" is to package
and bring forward an RC, and then ask the PSC to vote on promoting it to
final after they have tested.  It keeps the voting overhead down to one
round (well one round per release candidate as the case may be!) and
implicitly ties the vote to at least rudimentary testing.
