1. Prepare patch in single file

C:\my\geos\trynk> svn diff > fix-msvc.patch

2. Logon to http://trac.osgeo.org/geos/
3. Submit a ticket and attach the fix-msvc.patch file

That's the best and fastest way to help improving GEOS.
