[geos-devel] 3.1.1rc1 and 3.0.4rc1

I have placed RC bundles on the download site:

http://download.osgeo.org/geos/geos-3.1.1rc1.tar.gz
http://download.osgeo.org/geos/geos-3.0.4rc1.tar.gz

If I don't hear any bad reports or PSC vetoes in a couple days I will
copy those files into actual releases. Change are largely back-ports
of memory fixes from trunk and one nice little bugfix in buffer
building (dropped multipolygon components) from trunk.
