Ok, I'm declaring *both* of these motions passed then now that we have enough time and +1's.  Both Paul Ramsey and Sandro Santilli are now members of the GEOS PSC.  I have added both to http://trac.osgeo.org/geos/wiki/PSC as well, updating our list.
