No C-API break. 
GEOSSingleSidedBuffer is still there, just "marked" as deprecated.
I'm pretty sure PostGIS isn't using that function. There's a ticket
on PostGIS trac containing a patch for ST_OffsetCurve (proper name)
internally calling GEOSSingleSidedBuffer, but wasn't committed
(lack of regress test or dox, undecided naming policy). I've updated
the ticket to notify the new opportunity of usin a properly named
GEOS API for offset curves.
