[geos-devel] 3.2.3 tagged, ready to be published

geos-3.2.3 is tagged in SVN repository.

Tarball could not be published due to osgeo host downtime:

  - ValidOp abort in presence of 2 touching holes forming an island (#449)
  - DistanceOp segfaults on MULTIPOLYGON with EMPTY elements (#367)

  - Fix LinearReferencing functions segfault (#353)
