[geos-devel] Port for ConformingDelaunayTriangulationBuilder

Hey,

I have figured out classes and methods required for Conforming Delaunay
Triangulation port. And it looks like, its way more as compared to Voronoi
Diagram Builder.

Here are some of the things that needs to be done:

-- index::kdTree.
-- index::kdNode.
-- geom::LinearComponentExtractor
-- triangulate::ContraintVertex
-- triangulate::ConstraintSplitPointFinder
-- triangulate::NonEncroachingSplitPointFinder

I will try to complete it within the remaining GSoC time. But if its not
complete in that period I will complete the remaining it after GSoC period.
