Thanks for the pointer Olivier.

Well, it defeats the whole usefulness of generating nightly snapshots. 
The script that generates the snapshots should be updated to create 
geos_svn_revision.h or a dummy svn_repo_revision.sh with the version of 
the snapshot hard coded in it before creating the tarball. Since the 
snapshot is NOT an svn working copy there is NO way to get the svn info 
version number to accurately create the file. Which means you have to 
checkout the respository to be able to build it.
