[geos-devel] Exposing Precision model through C-API

Hi,

We did not finalize the parameters to be passed for creation of the new
precision model. I had earlier proposed a model with fixed precision with
the following arguments: double newScale, double newOffsetX, double
newOffsetY. Should we include other arguments or these are fine?
