[geos-devel] Link dependency with libc_nonshared.a

In an attempt to upgrade my Linux build of GEOS from major version 3 to 4,
I noticed a new build dependency on libc_nonshared.a contained in package
libc6-dev.
Is this an optional build item and does linking against this static library
affect licensing? Thank you in advance.
