 I've implemented the PostGIS piece of this too
 (https://trac.osgeo.org/postgis/ticket/3424) and used it to stress-test
 this branch.  With an input set of ~120,000 polygons there are no
 differences between GEOS and JTS results.  Runtime is comparable.
