[geos-devel] CMake Modernization

Since we are going to work on making cmake build a superset of the
autotools build (all the 'convenience' of autotools plus windows and other
support) I'd like to propose we bring in the large update of cmake Mateusz
provided recently:

>From there we can add the features we want in autotools on a less scrufty
baseline. Since we've recently released 3.7 this seems like a good time for
a larger change.

Any concerns w/ that?
