Looks fantastic! But two complaints:

1. Consider https://git.osgeo.org/gitea/geos/geos/pulls/113 for the
final release (and cherry-pick to master), so that MSVC tests pass,
particularly with various CI platforms (not just libgeos).

2. The linked .tar.bz2 file does not exist, as it seems a .tar.gz (the
first!) was uploaded instead. Not a big deal, but it helps automation
to assume a common archive format, so I'd expect the actual release to
be .tar.bz2
