 Running buffer(0) leaves the geometry mostly unchanged but there is a
 group of holes which are removed in the lower right of the geometry.

 I was able to replicate this behavior in PostGIS (w/ GEOS 3.5). The user
 is using Shapely with GEOS 3.8.1. Buffering the geometry in JTS did not
 produce the same effect.
