[geos-devel] mingw64 file libs changed

Now I see libgeos_c-1.dll and libgeos.dll.
It's different from 3.9 and 3.10, which had libgeos_c.dll for the c-api lib
file but I'm fine with that. Just want to make sure you intended to keep
that change.
