[geos-devel] Switching to C++14

proj in pkgsrc is behind, but it's coded 'c99 c++11', which means gcc
4.8 is probably ok and 4.9 is formally ok.  But, that may not be
accurate.


I think of this as "what will be lost for people that don't have X".
For geos, my impression is that this is needed for postgis, spatialite
gdal, and hence qgis.  But proj also is necessary for (on my system this
minute):
