3.15.0 beta 3

Hi All,

I've just released a third beta of GEOS 3.15.0. [1]

This latest beta primarily adds a few fixes around curved geometry
splitting and overlay functionality.

Most of the difficulties I'm hearing about center around the decision to
merge linear outputs of overlay, which breaks some implementations of
"split." As far as I know, these issues have all been resolved by migrating
to the new GEOSSplit function.

If no more issues emerge, I'll aim for a release candidate towards the end
of next week.
