[Geoserver-jp] CQL+Kanji

Hello.

For those having problems with Kanji characters in CQL statements, try
upgrading to Geoserver 2.1.1. Older versions of Geoserver can not
handle Kanji or special characters because of the OGC standard which
rules that CQL strings can only be in [A-Z][a-z] characters.

But with 2.1, Geoserver moved from CQL to E(xtended)-CQL which leaves
anything between quotes ('....') as is to do away with the OGC
limitation. So now, this will parse:

   city='杉並区'

without problems.
