[Geotiff] libgeotiff and autotools

Folks,

Howard Butler has offered to implement support for autotools (automake,
autoconf and libtool) for libgeotiff.  Currently we just use autoconf in
a rather ideosyncratic manner.  The request is documented at:

   http://trac.osgeo.org/geotiff/ticket/5

It is my intention to recommend Howard for commit access (to the MetaCRS
PSC) so that he can proceed with this.  Are there any objections, or issues
people have with this change?
