[Geotiff] libgeotiff 1.5.1 is released

Hi,

libgeotiff 1.5.1 has been released.

The only fix is:

* re-add #define SetCSVFilenameHook gtSetCSVFilenameHook for compatibility 
with GDAL 2.4.x

Note: the combination libgeotiff 1.5.1 + GDAL 2.4.x is not vetted, due to GDAL 
2.4 using its own set of .csv files, and libgeotiff 1.5 relying on PROJ 6's 
proj.db.
