[Geotiff] [gdal-dev] libgeotiff 1.6.0 RC1 available

I updated locally (and did not publish) pkgsrc to 1.6.0 using these
bits.  It built fine on netbsd-8 amd64, and there was one new include file that seems
obviously intended: include/geokeys_v1_1.inc

Running "make check" resulted in some error messages and a pass; I
presume the tests are checking invalid project strings on purpose.
I have appended the test output.

I also built from pkgsrc on macOS 10.13 and that also passed tests.

(I am glad to see NEWS.)

So from my viewpoint as the maintainer of the pkgsrc entry, this looks
ready to promote.
