[Geotiff] libgeotiff 1.7.1 rc2 available

Hi,

I've prepared a RC2 for libgeotiff 1.7.1 with the following additional 
changes w.r.t rc1:

* CMake: Fix dllexport
* CMake: Revise exported cmake config wrt BUILD_SHARED_LIBS
* CMake: Revise exported cmake config wrt dependencies
* CMake: Respect <Pkg>_FIND_QUIETLY
