[geotk] Release of geotk-3.16: should be soon

Hello all

The much delayed release of geotk-3.16 is currently blocked by an issue with the 
NetCDF 4.2 Maven artifact, which has been deployed incorrectly on the Maven 
central repository. I'm in touch with the peoples who made the deployment for 
fixing that. Unfortunately Geotk 3.16 can not be released before this NetCDF 
deployment issue is fixed. But hopefully it will be fixed in the next 10 days.
