[geotk] code for parsing WMS Capabilities docs

This question is for Johan or Cédric :). They just left, so hopefully they can 
answer tomorrow. But I would guess that this code exists since there is a "WMS 
client" module. However it is in the pending section of geotk, which has less 
javadoc than the "core" section.
