[geotk] code for parsing WMS Capabilities docs

Hi,

just to say I have implemented the missing UPDATESEQUENCE string, for 
GetCapabilities request in client WMS 
(http://jira.geotoolkit.org/browse/PENDING-47).
You should be able to use the client to make right requests on your WMS 
webservice, with this parameter.
