[geotk] GeoAPI 3.0 reference implementation: proposal

Actually I changed my mind and this is what I actually did.

Geotoolkit.org for GeoAPI 3.0 is ready for deployment and have its Mercurial 
clone there: http://hg.geotoolkit.org/geotoolkit-geoapi-3.0/

I use the "3.17-geoapi-3.0" version number (but it could change again if peoples 
have other proposal). I'm just waiting for OGC to sign the GeoAPI jar file with 
there GPG key before to push the GeoAPI and Geotk artifacts to Maven central.
