[GIS.lab] Moving development of GIS.lab Web NG to QGIS Master

my last attempt to establish Vagrant dev environment failed with

msg: the directory /vagrant/clients/node_modules is not empty,
refusing to convert it

FATAL: all hosts have already failed -- aborting
