[GIS.lab] Change in handling of policy for connection of unknown client machines

Since start of GIS.lab project, we have been setting policy for
handling connection of unknown client machines in GIS.lab
configuration file (GISLAB_UNKNOWN_MAC_POLICY). Currently, possibility
to set policy has been moved to 'gislab-machines' administrator command.
By default, it is set to 'deny', which means, that GIS.lab will refuse
all DHCP requests from any machines, which are not added to known
machines list (by 'gislab-machines' command). This is a safe value,
which will prevent any network breakage when deploying in to existing LAN.
