[GIS.lab] Moving GIS.lab Web + Mobile to separate repository

Hi devs,
despite recent chat with Marcel and Jachym about new branch for new
generation of Web and Mobile clients, there is a better idea.

We can move Web, QGIS plugin and Mobile to separate Git repository. We
will try our best to keep this software as much independent as
possible. Ideally, it could be usable without any GIS.lab
infrastructure at all.
We will create one build script, which will output all three binary
packages in once: Python package for Web, QGIS plugin zip and Android
APK for Mobile. These packages will be uploaded by developer to some
central repository on Internet (S3 or something else) from where they
will be downloaded by GIS.lab installer.

This workflow will remove annoying, bandwidth and time consuming
process of building packages during GIS.lab installation and will
simplify deployment and upgrade of whole GIS.lab system.

I propose following directory structure of new repository:
- - gislab-web-mobile
  - web
  - mobile
  - qgis
  - build_packages.sh
