[GIS.lab] ubuntu 18.04 updates merged into master

Hi,

ongoing work on a new version of GIS.lab 0.8 based on Ubuntu 18.04LTS
has been recently merged into master. The ubuntu-bionic-dev branch has
been removed.

We hope that GIS.lab 0.8 will release in December 2018.
