[Grass-announce] New mailing list 'grass-announce'

Upon proposal by Bernhard Reiter I have created a new
mailing list

 grass-announce at grass.itc.it

for announcement of 

- new versions
- release candidates
- important patches
- new important documents on the web site

It is expected that "grass-announce" would have less than 
one message per day, typically only a few messages per month.
