* add rules, fix import and add flags/options

* use find_program

* Py3 + new options

* add mtd_tl.xml to text_file

* suport high latitude;cleanup

* allow reading from other mapsets; fix xml-file reference

* fix/enhance xml-parsing

* fix numpy reference; make module less chatty

* check for SQL compliant vector map names
