  News: GRASS GIS 8.2.0 released (#308)

Main changes:

* Add news item for 8.2.0.
* Update software download pages to 8.2. 
* Use screenshot from https://github.com/wenzeslaus/grass-gis-talks/blob/main/img/jupyter_interactive_viewshed.png.

Other changes:

* Windows as one item with only standalone and without version numbers
* Change wording for usage in About.
* Simplify code download from GitHub.
* Generic statement for 'other platforms and distributions' instead of just 'Linux distributions'.
* Use plain full URL instead of links when including the full URL to the text anyway.
* Link Ubuntu PPA page, not list of packages for UbuntuGIS which does not have the install instructions. 
* Do not link NewFeatures80 anymore.
* Refer to 'the release announcement' not 'GRASS GIS x.y.z announcement'.

General changes:

* Fix and improve the generic wording.
* Name author.
* Use today's date.
* Use version number only when needed. (Less things to update next time.)
* Apply prettier to news Markdown.
