  docs: Add submitting guidelines (#2765)

Adds submitting guideline files from GRASS wiki
https://trac.osgeo.org/grass/wiki/Submitting
converted to Markdown format.

Mostly straightforward conversion, obsolete parts relating the use of
SVN were omitted.
