  r.in.usgs: various fixes and updates (#879)

* add -d to download data only
* fix Python 2 -> 3 exception type
* fix expected formats for NED (add GeoTiff)
* decide if it's zip based on data directly
* do not require download size (there is no download size for lidar data)
