  docs: update and cleanup of infrastructure.md (#3157)

- add Weblate, remove Transifex (after migration to OSGeo Weblate)
- major markdown cleanup with `npx prettier --print-width 80 -w  doc/infrastructure.md`
- various improvements (Co-authored-by: @wenzeslaus)
- IRC wording cosmetics
- Weblate troubleshooting requires administrator rights
- Weblate access rights: point to https://wiki.osgeo.org/wiki/SAC:Weblate
