  wxGUI/image2target: fix showing Ground Control Points settings dialog (#3189)

Remove vertical sizer Add() method flags parameter argument
wx.ALIGN_CENTER_VERTICAL flag. Only horizontal alignment flags can be
used in vertical sizers.
