  r.mess: change how mask and region are dealt with (#1253)

- Simplify options to compare reference and projected conditions. The consequence is that it is no longer possible to set the mask when using this function.
- Extra option to provide a reference and projection region
- Rename some of the parameters to have more consistent names.
- In GUI, separate tabs where the user can define reference and projected conditions.
- r.mess: add link to tutorial in which the addons is used.
