  CI: Updates CI for GRASS 8.4 (#1110)

* Update pyproject.toml for black 24

* Update ci.yml to test with GRASS 8.4

* CI: Keep dependencies in Black workflow updated with Renovate

* CI: Use create-upload-suggestions action from upstream OSGeo/grass repo

* CI: Use create-upload-suggestions action from upstream OSGeo/grass repo for clang-format

* style: Add version comments after actions for Renovate to keep them updated once pinned

* Revert to using Python 3.11 for now

* Revert Black 24.4.2 version update

* style: Apply black fixes

* CI(pre-commit): Update black to 24.4.2

* CI: Add trimmed-down version of additional checks for pre-commit

* CI(pre-commit): Remove python-version constraint on black hook
