  CI(suggestions): Post black suggestions by extracting uploading suggestions into an action (#1045)

* CI(suggestions): Create a local action to create and upload suggestions

* CI(clang-format): Replace uploading code suggestions with local create-upload-suggestions

* CI(black): Upload suggestions for black formatting

* CI(suggestions): Post suggestions for multiple tools (black, clang-format)

* CI(suggestions): rename loop variable to be more different than input list
