  CI: selective update of GitHub actions in G84 (#4337)

Both `clang-format-check.yml` and `macos.yml` fail in `releasebranch_8_4`.
This PR aims at syncing a minimum of GHA to the `main` branch to keep it alive for future G84 releases.
