- move Programmer's manual creation from `doc/development/README.md` to `INSTALL.md`.

update `doc/development/README.md`
- add Python API; add subsections
- update URLs and wording
- list guides

- remove stray control chars (visible in vim) in `doc/development/style_guide.md`
