  CI(deps): Update super-linter/super-linter action to v7.3.0 (#5241)

* CI(deps): Update super-linter/super-linter action to v7.3.0

* Add `/* eslint-env jquery */` for stricter ESlint checks

* Add comments to ignore eslint errors

* Disable three eslint rules in man/jquery.fixedheadertable.min.js: no-redeclare, no-undef, no-unused-vars
