  packaging: add macOS app bundle creation script (#4946)

* packaging: add macOS app bundle creation script

- remove macOS makefiles and other unused files
- remove macos/pkg directory and contents
- update labeler.yml GitHub action to account for directory name change
- add 'macos/cache' to .gitignore
