  docs: Unify tool index wording (#5447)

Use tool and tools instead of command. Use tools instead of processing tools, and use sentence case instead of title case.

In tables listing tools, use Tool and Name depending on the preceding heading instead of Module (table header is mandatory in Markdown, using Name when tools is already in the heading, but using Tool when heading does not contain the word tool).

Also fix heading levels and remove backlinks to index in tool category pages.

Use more sentence case in general.

Fix capitalization of 3D raster and PostScript.
